What you do, or are alleged to have done, is as much, if not More about WHO YOU ARE and WHAT YOU LOOK LIKE as the Alleged Crime Itself.

There is White Justice and Black Justice. There is White Crime and Black Crime. There Is White Apprehension and Punishment and Black Apprehension and Punishment. And never the twain shall meet, Sayeth, White America Justice.

When a white guy is on the run white society's enforcers see in part themselves in their quarry. When it is a Black man (or woman, or some other minority) on the run they do not. The quarry is not their Brother cousin parent or child.

The result is a often a level, sometimes subconscious, of fear of "the Other". "What would he (the quarry) do to us if the roles were reversed?"

So a Black boy (literally a boy) sleeping under a tree will cause a "deputy" (especially an UN-trained deputy) to "fear for his life". There is virtually NOTHING the suspect can do to alleviate the fear, a fear born of years of racist repression and injustice perpetrated on Black people.
